
The Biotechnology Industry Research Assistance Council (BIRAC), a Public Sector Undertaking (PSU) under the Department of Biotechnology (DBT), Government of India, has re-opened the application window for the high-level executive position of Director (Operations). This senior role, a Member of the Board of Directors, involves spearheading innovation research, managing extensive investment programs, and driving strategic partnerships across India’s biotech ecosystem.
The initial advertisement was published in Employment News dated September 27th – October 3rd, 2025 (Advt. No. 26/101). The application window has been extended for a further 15 days to ensure competitive selection.
Pay Scale and Tenure

Key Job Responsibilities
The Director (Operations) reports directly to the Managing Director and is primarily responsible for:
- Investment & Project Management: Overseeing the implementation of BIRAC’s investment programmes, including project appraisal, sanction, monitoring, and management.
- Strategic & Business Development: Leading efforts in strategic and collaborative partnerships, business development, resource mobilization, and entrepreneurship development in the biotech sector.
- Specialized Services: Providing and ensuring the execution of specialized services such as IP management, Technology Transfer, and Technology Acquisition.
- Operational Support: Providing comprehensive support to HR and Administrative matters, including recruitment, contract management, procurement, and day-to-day administration of the Company.
Eligibility Criteria

| Essential Experience | At least 15 years of experience in Biotechnology or related areas aligned with BIRAC’s mandate. |

| Current Employment Status | Must be employed in a regular/contractual capacity, holding a senior post in the Central/State Government (Director or Brigadier level/above), or at Board Level or one level below in Schedule ‘A’ or ‘B’ CPSEs/SPSEs, or in a Private Sector company with an annual turnover of ₹ 100 crore or more. |

Candidates who have already applied for the original advertisement do not need to apply again. New applicants must follow a mandatory two-step process:

Deadline: Both email and hard copies must reach the Department of Biotechnology within 30 days from the date of publication of the re-opening notice (the original publication was 27th September, 2025).
Important Conditions
- Proper Channel Mandatory: Applicants from all government/PSU sectors must submit their applications through the proper channel of their current employer.
- NOC: A No Objection Certificate (NOC) from the competent authority is required from all candidates (Government, PSU, and Private Sector) and must be submitted along with the application.
- Private Sector Applicants: Must submit additional documents, including the Annual Reports of the current company for the three immediate preceding financial years.
