
The National Health Systems Resource Centre (NHSRC), an autonomous society under the National Health Mission (NHM), is seeking applications for the position of Consultant – Quality & Patient Safety. The selected candidate will be based at the Regional Resource Centre for North-Eastern States (RRC-NE) in Guwahati, Assam, but will require extensive travel across the region.
Job Summary and Compensation
- Post: Consultant – Quality & Patient Safety (RRC-NE)
- No. of Posts: One
- Location: RRC-NE, Guwahati (with extensive travel and potential relocation within NE States).
- Age Limit: Not above 45 years (as of the last date of application). Age may be relaxed by up to two years for experienced candidates.
- Consultancy Period: Initially till 31st March 2027, with a 3-month probation period.
- Consolidated Monthly Fee: As per NHSRC policy, ranging from Rs. 60,000/- to Rs. 1,20,000/-. (Fee offered will be commensurate with qualification and experience).
Essential Qualifications
The position requires both an essential undergraduate degree and a relevant postgraduate qualification:
- Essential Undergraduate: B.Pharm / MBBS / BDS / AYUSH / B.Sc. Nursing from a recognized institute.
- Essential Postgraduate: A post-graduate degree/diploma (2-3 years regular full-time course) in Preventive & Social Medicine / Public Health / Hospital Management / Health Administration / Community Health Nursing from a recognized institute.
- Essential Experience: A minimum of 2 years of relevant post-qualification (following the post-graduation degree/diploma) experience is mandatory.
- Skills: Excellent communication skills (written and verbal in English & Hindi) and proficiency in MS Office/data analytical package.
Preference will be given to candidates with experience in hospital certification/accreditation systems like NQAS, LaQshya, NABH, JCI, etc., and/or those who are Certified Assessors.
Key Roles and Responsibilities (Q&PS)
The Consultant’s primary role is to provide technical assistance and capacity building support to the North-Eastern States for quality improvement in public health facilities.
- Implementation & Support: Support NE states in implementing National Quality Assurance Standards (NQAS) and other initiatives like LaQshya, MusQan, Kayakalp, and Patient Safety Tools.
- Assessments & Mentoring: Facilitate and conduct Internal and External Assessments of health facilities and mentor them towards NQAP certification.
- Training & Travel: Impart QA trainings and conduct mentoring visits across NE states, districts, and health facilities, including those in ‘hard-to-reach’ areas.
- Technical Assistance: Provide technical assistance for the Operationalization of States and Districts Quality Assurance Units.
- Programme Review: Review and analyze key performance indicators (KPIs) and examine existing measurement systems under various GOI quality initiatives.
- Policy & Documentation: Support in drafting quality guidelines, implementation resource material, and preparing reports/appraisals (e.g., State PIPs).
- System Review: Review the existing drugs & logistics procurement system.
