Eligibility & Key Requirements
Candidates must meet the following mandatory and desirable criteria to be considered:
- Mandatory Qualifications:
- Graduation: B.Pharm / B.Tech / B.A / B.Sc / B.Com from a recognized university.
- Post-Graduation: MBA or Post Graduate Diploma in Supply Chain Management.
- Essential Experience: At least 4-5 years of experience specifically in the procurement and supply chain of drugs.
- Technical Skills: A solid working knowledge of computers is required.
- Preferential Skills: Prior experience working within a Public Health programme at the National or State level will be considered a distinct advantage.
Primary Responsibilities
The Consultant (Procurement) will oversee the entire end-to-end supply chain for TB specific commodities. The core of this role involves:
- Forecasting & Planning:
- Conducting trend analysis to project procurement requirements and align them with the National Strategic Plan.
- Developing annual Procurement Plans for Anti-TB Drugs, diagnostics, lab equipment, and consumables for the National Tuberculosis Elimination Program (NTEP), considering technical needs, budgets, and donor requirements.
- Quantification & Availability: Developing robust systems for accurate quantification of TB commodities to prevent demand-supply mismatches and ensure availability at all health system levels.
- Quality & Data Support: Providing data inputs and support to CTD officials regarding procurement and quality assurance functions.
- International Coordination: Coordinating with global donor and support agencies like WHO, GDF (Global Drug Facility), GFATM (Global Fund), and the World Bank for the procurement process.
- Logistics & Monitoring:
- Resolving logistics issues, including road permits and customs/excise duty exemptions.
- Monitoring the submission of Consignee Receipt Certificates (CRCs) and Final Acceptance Certificates (FACs).
- Reporting & Market Intelligence:
- Generating monthly and need-based reports on procurement and supply status.
- Gathering marketing intelligence, including estimated rates for drugs and diagnostics.
- Policy Alignment: Assisting CTD in revising procurement guidelines based on national policy changes and aligning them with National Health Mission (NHM) guidelines.
